Scott has been working with clients for almost 40 years in the federal, state, and local employment tax space. His deep understanding of payroll taxes and employer processes surrounding them has established him as a leader in the industry and a trusted advisor to clients of all sizes and in a variety of sectors.
Experience
Scott provides payroll and employment tax services to clients nationally and has coordinated a team of professionals dedicated to payroll taxes. Scott and his team help clients understand their payroll tax obligations and how to best comply with complex employment tax issues related to all aspects of payroll taxation. Throughout his career, Scott has performed a variety of employment and payroll tax services for his clients, including:
- Providing representation and advisory services to companies on both federal and state employment tax audits for issues, such as worker classification (independent contractor), income tax withholding, state unemployment insurance, and general payroll reporting compliance.
- Working with companies to analyze, map, and provide recommendations regarding proper tax treatment of benefit plans and optimal processes and procedures as part of a general compliance check on employment taxation.
- Analyzing employee mobility and telecommuting positions and assisting in the development of multijurisdictional taxation strategies and compliance methodologies.
- Regularly assisting organizations undergoing merger and acquisition/internal restructuring activity in areas, such as federal and state taxable wage base successorship, state reporting compliance, payroll entity consolidation/management, company planning and implementation, and unemployment rate structuring.
- Recovering significant federal and state payroll tax refunds by identifying overpayments of both federal and state employment taxes.
- Working with organizations on issues related to the Employment Retention Credit, including position challenges and audit defense.
Education & Affiliations
Scott earned a Bachelor of Arts Degree in English from the State University of New York, College at Cortland. He is a member of Payroll.org (formerly the American Payroll Association) serving on various committees and a frequent speaker at federal, state, and local association events. Scott is also a former Board member of the MidAtlantic Chapter of the Make A Wish Foundation.
